To be successful it is likely that a combination of all three approaches will be necessary. That is, there will need to be a change in the behaviour of stakeholders, with businesses, tourists and local residents behaving more responsibly, with limits or thresholds being placed on develop ments and activities (carrying capacity) and with new products being introduced that have greater empathy with the local environment and culture. The following discussion examines the issues surrounding the identification of carrying capacity for a destination.
