This paper focuses on the discussion on the design of evacuation plans with the main aim to raise the efficiency of the plans. We need to use the complex mechanism to deal with the society in crisis – the technological system. Thus, anymethods based on behavior forecast can not be applied effectively because dynamic characteristics in reality can not be forecast for the formulation of standard evacuation plans. In proposed system methods, simulation based on intelligent agencies is utilized with complex theories. This is mainly because with such structural way chain reaction in evacuation can be clearly explained and structural simulationform for workers – calamities – passengers can be provided. This method is applied to the subway system with a train fire between two subway stations as a case. The subway in fire is simulated as a complex adaptive system that is simplified into a united entirety. And a simulator based on intelligentagencies is set up. Finally a structural evacuation plan is proposed and can adapt to the dynamically changing process in the evacuation.
